Way cheaper then 25/28mm but unfortunelty there seems to be no way to get the outland game miniatures. I can find the Revell packs in Greece in forgotten piles in model stores on Ippocratus. Two armies would probably cost around 300$-400$.

This is great info. Something I should also consider doing. We gamers are always making lists like this if we can share them, all the better, save us the time.
For 1/72 have a look at Zvezda Great Northern War boxes and also 20mm Nostalgic Revival who do metal in 1/72 suitable for WAS
Have you thought of 6mm for period? That's the scale that we are going to use and this means that you get the mass effect of the linear troops.
